Schulinspektion: Evaluation, Rechenschaftslegung und Qualitatsentwicklung

Da sich das Steuerungsinstrument "Schulinspektion" in Deutschland derzeit noch in der Entwicklung befindet, gibt es hierzulande kaum empirische Befunde zur Wirksamkeit der Schulinspektion. Dies gilt insbesondere für die Fragen nach den Erfolgsbedingungen und Risikofaktoren der Schulinspektion, ihren Wirkungen und Nebenwirkungen auf die Schule, Lehrer und Schüler sowie für die Rollengestaltung/-rekonstruktion der verschiedenen Akteursgruppen im Evaluationsprozess (z.B. Schulinspektor/-in und Schulaufsicht).

Das Ziel dieser international vergleichenden Studie besteht darin, einen Einblick in den internationalen Diskussionsstand zur Schulinspektion im Kontext schulischer Rechenschaftslegung und Qualitätsentwicklung zu bieten. Die Untersuchung soll der aktuellen deutschen Debatte Anregungen vermitteln und Konzepte und Strategien der Schulinspektion analysieren, die sich auch hierzulande trotz der erheblichen Differenzen zwischen den nationalen Schulsystemen als nutzbringend erweisen könnten.

The development of school inspection as an instrument of steering in Germany is still very much in its early stages, therefore there are hardly any empirical findings on the effectiveness of school inspections in this country. The lack of research findings is particularly noticeable with regard to questions concerning the conditions for success and failure of school inspections, their effects and side effects on the school, the teachers and the students as well as the formation and re-design of the roles of the different actors in the process of evaluation (for example school inspectors and members of the school supervisory board).

This international comparative study aims to offer an insight into the international discussion on school inspection in the context of school accountability and quality development. The study intends to stimulate the current debate in Germany and to analyse concepts and strategies of school inspection which might prove profitable in this country in spite of the considerable differences between the national school systems.
